    Slowly but surely. Try commenting on blogs to get started. I have recently launched a website and have been reading a lot about SEO. Everyone has a different opinion about the subject but there is one thing that is undeniable, Google wants quality back links.

    I recently started reading "Free Website Traffic - 10 Proven Free Traffic Techniques To Promote Your Website" by Ming Jong Tey and there are some good ideas in there on backlinks. The book was recently offered as a free download on Amazon for the Kindle. There has actually been a few good free books offered on promoting your website and such. Its worth taking a look at them, especially since the books are free or inexpensive.

    Write "original" articles and submit them to high ranking article directories.

    I spoke with an agent that got mass banklinks in NJ and his website is delisted now!

    Avoid backlink services unless they guarantee they will build a brand-new website for you and get it ranked in case they get you delisted!

    Back links aren't the only way to improve rankings. Other ways include the content and architecture of your site, getting people in social media to share your content. Also a single link from a very powerful site ( such as a news network) counts for much more than lots of links from non- powerful sites (where search engines define 'power' as the authority of a set and it's ranking and number of visitors)

    To increase your website quality you need to create quality backlinks(backlinks from authorized website who have high PR, DA, PA, Trust Flow, Citation flow and Alexa rank), high website traffic and good popularity on social network.
    Try to get backlink through content, that's the best way.

    If the overall purpose for generating back links is to gain higher ranking within the google space you need to focus on more than just outward SEO. Have you created a webmaster tools account and viewed the tool list to generate a profile. If not create that account and determine your game plan accordingly. https://www.google.com/webmasters/tools/. You may need to be logged into your google account or create a webmaster account. Anyone can simply go on https://www.fiverr.com/ and pay for 100 good quality back links that you will have control of, and manipulate. But, if you don't have any good on-board quality content you are just pointing to empty space. I hope that helps.
