    I personally went the route of using autosurf programs like http://www.topsurfing.net these have helped my sites get up in the rankings very fast.

    There are lots of best ways to improve rankings rather than exchanging links. We all know that the Google's algorithm went to a "Panda update". It is because they want to eliminate getting unnatural links from other websites same with buying links. I know that you heard about JC Penney's paid link penalty. I suggest that you should do organic link building like building your profile in the way of Guest Posting, Social Bookmarking, Social Media, Press Releases, Forum or Webinar Participation, and many more.

    I'm not a fan of link exchanging. Occasional exchanges are ok but as with many things in search, too much and google sees through it.

    Link exchanging is frowned upon by google. If your looking to generic backlinks quickly try using these guys. Very reasonably priced, all white hat and they deliver actual results. I've used them a few times now. Will again as well.

    A wuick update on this. There has been a new algorithm launched and this now rates links lower than previoustly. It's more important to have the right sort of content.
