And if you are actually asking a question you are going to have to translate the acronyms and explain the nature of the malicious damage, who did it, and under what circumstances.
You're also going to have to say where you are and what kind of policy you are referring to.

It's a project policy (CAR) issued for the construction of high rise residential apartments in Kingdom of Bahrain. Policy has extended to cover SRCC as per MR001, but excluded with Sabotage & Terrorism. Fire happended during the final stage of construction destroying mainly the contents in store.
Civil defence as well as the forensic investigator doesn't ruled out the deliberate act since it seems to have more than one seat of fire.

Just keep in mind that my insurance career took place in the US although many insurance concepts are relatively universal.
For the benefit of anybody else reading this I'll define a few terms:
CAR - Construction All Risk - In the US that's more commonly know as Builders' Risk or Course of Construction.
SRCC - Strikes, Riot and Civil Commotion.
Sabotage - For insurance purposes generally defined as a subversive act or series of such acts committed for political, religious or ideological purposes including the intention to influence any government and/or to put the public in fear for such purposes.
Terrorism - For insurance purposes generally defined as an act or series of acts, including the use of force or violence, of any person or group(s) of persons, whether acting alone or on behalf of or in connection with any organization(s), committed for political, religious or ideological purposes including the intention to influence any government and/or to put the public or any section of the public in fear for such purposes.
Arson - The crime of intentionally and maliciously setting fire to property.
If the setting of the fire involved the elements of sabotage or terrorism as defined by the exclusion, the damage would not be covered.
If the setting of the fire did not involve the elements of sabotage or terrorism and was just arson, then the damage would be covered. (Unless, of course, the crime was comitted by or on behalf of an insured.)
Has the insurance company taken a position on coverage yet?
